On the morning of November 3, the college 2024 the 2nd Wuhan Health Security Forum and academic seminar on "Construction of multi-level medical security system with Chinese characteristics" in conference room 315, Chongde building. The purpose of the symposium is to promote the exchange of experts and scholars in the field of medical security, and jointly discuss important theoretical and practical issues in the field of medical security, we will promote the construction of the discipline of finance and the scientific research in the field of health economy.

The opening ceremony was presided over by Wang Bin, Vice President of the college. Dean Duan Dingqiang warmly welcomed the participating experts and scholars, and introduced the related achievements of the college in the fields of finance discipline construction and health economy research in recent years. He pointed out that the construction of a more equitable, sustainable and efficient multi-level health care system is an important cornerstone to safeguard people's health and achieve national governance, looking forward to this seminar for the implementation of the Healthy China strategy and the development of the financial discipline to contribute to the textile strength.

The keynote session was moderated by Yu Changyong, associate professor, director of the Zhongnan University of Economics and Law Medical Insurance Research Institute. Professor Zhang Liang of the School of Wuhan University and Public Administration and Professor Lu Guoying of the Institute of Zhongnan University of Economics and Law medical insurance gave brilliant and in-depth reports on the theme of "Coordinated development of the three medical systems". Professor Zhang Liang, after reviewing the history of the three-medicine reform and the three-medicine synergy, pointed out that the design of the three-medicine synergy mechanism is imperfect and fragmented, he emphasized that following the systematic development is the key point to solve the dilemma of"Three-medicine coordinated development", and innovatively put forward the"1 + 3 + N" basic framework of integrated medical insurance development and medical insurance governance system. Professor Lu Guoying, on the other hand, analyzes the causes of synergy dilemma from the perspectives of governance, self-organization, Nash equilibrium and incentive compatibility, stressing that the difference in the demands of the parties is the fundamental cause of synergy, and that it is necessary to coordinate the demands of the parties and to explore the establishment of effective incentive mechanisms that take into account the interests of all parties, promote the"Three medicine" for the realization of the People's health first this fundamental goal.

The exchange session was moderated by Professor Wu Lanli, executive deputy editor of the Journal of Huazhong University of Science and Technology Sciences (social sciences edition) . The participating experts and scholars have conducted in-depth exchanges and discussions on important issues in the field of medical and health care. Wang Chaoqun, associate professor, School of Public Administration, Huazhong University of Science and Technology on the application of structural reform and digital governance in the healthcare system, the structural reform in the digital management of medical insurance is a good medicine for the sustainable development of medical insurance system Zhang Yan, associate professor of the School of Huazhong University of Science and Technology Medicine and Health Administration, discussed the identification and control of low-value medical services, providing new ideas for optimizing the allocation of medical resources Associate Professor Wang Cuiqin of the College of Huazhong Agricultural University and Law also shared her views on the impact of health insurance on the employment quality of flexible workers; Associate Professor Yu Osanaga, with the title "Research on the construction of multi-level medical security system in China", this paper summarizes the current situation and development trend of China's medical security system, and points out that the construction of multi-level medical security system is the key to realize the balanced development of medical security.

The closing session was moderated by Cai Hongying, Secretary of the Party Committee of the School of Hubei University of Economics Finance and Public Management. Xiong Xiaohan shared the latest research findings, "The formation mechanism and solution of the riddle of 'retirement-medical service fluctuation' : Based on the perspective of family interaction", experts present their views on the phenomenon of retirement and health care fluctuations and explore the theoretical roots behind it, providing guidance for future research on the topic. Professor Cai Hongying made a wonderful sharing and summary on the topic of"The evaluation of the problems and countermeasures in the construction of China's multi-level medical security system".

The successful holding of this forum fully demonstrates the academic strength and research achievements of the participating university experts and scholars in the fields of medical security and health economy, it has laid a solid foundation for academic exchanges and cooperation among colleges and universities.
